This is a duplicate of the archived bug #203820. I am marking it as wishlist only because it was decided to be a "feature" in that bug number. All other applications behave differently from bash, including all the other shells I have tried. LC_COLLATE causes bash to ignore the value of nocaseglob (which defaults to off, meaning do case sensitive matching) when it is set to a locale such as en_US (.anything).
