Well, seems as cdbs is simply not clever enough :-/ libnl-doc is marked Architecture:all and doxygen a Indep dependency. We could argue if it is a bug in cdbs or not that it tries to run the build rule for a Architecture:all package in binary-arch. Sigh. I'll just move the doxygen dependency from indep to build-depends for now, so that the package builds successfully (and if I feel confident file a bug report against cdbs).
