This is with the default config file. It starts spewing these messages as 
soon as I install chrony.

The problem is probably related to the fact that the system does not have 
an RTC or that the kernel driver for the RTC is broken. However, this is 
no excuse for flooding the logs in this way.
IMHO some kind of error detection needs to be added.

The /var/log/kern.log for both kernel versions has (during boot):
  rtc_init: no PC rtc found
but the kernel seems to be able to read the hardware clock;
from /var/log/boot:
  System time was Sat Mar 26 22:24:35 UTC 2005.
  Setting the System Clock using the Hardware Clock as reference...
  System Clock set. System local time is now Sat Mar 26 22:24:37 UTC 2005.
