This is caused by the Makefile.in in the package being out-of-date relative to the configure.in and aclocal.m4 files that are patched in the Debian diff. This package needs to be repacked with freshly-generated aclocal.m4 and Makefile.in files, to get them in sync and prevent this problem in the future.
