Could you please confirm that the symlink /usr/share/texmf/tex4ht/tex4ht.env -> /etc/texmf/tex4ht.env exists on your system? The "kpathsea" library actually looks for the former file. On Debian systems it is linked into /etc since configuration files should go there.
