libmozjs-dev conflicts with mozilla-browser, so unless you install
libmozjs-dev explicitely or remove mozilla-browser, apt won't get it by
means of dependencies.
This is not a bug, this is a feature of apt. Though now mozilla-browser
is an empty package, a conflict with older versions could be set,
instead of an unconditional one.
