The problem is that if you'd only upgrade gpsd but not gpsd-clients, this would break gpsd-clients. This is _exactly_ the same problem as with gaia. And yes, the gpsd-clients dependency on gpsd is created by shlibs. And no, the dependency on gpsd is not versioned.
