I suggest adding templatedir to the default puppetmasterd.conf.  It
defaults to /var/lib/puppet/templates.  I moved the templates to
/etc/puppet/templates and made /var/lib/puppet/templates a symlink to
the former.  Puppet, though, treats the template directory as a
puppet-managed resource, removing the symlink and re-creating a
directory.

To help avoid confusion for others, I suggest adding the default
templatedir to /etc/puppet/puppetmasterd.conf.
