This observation is correct. D-Bus caches the credentials on startup. So whenever you do something like adding new users, changing group memberships etc. you have to reload D-Bus (/etc/init.d/dbus reload) to pick up these changes. It would probably be a good idea to add a README.Debian to kde-guidance-powermanager for Debian, which explains these issues.
