Hm, currently we don't really use eperl's magic when generating
templates.  I don't remember how it was used in other versions (this has
been done by Davide), but the problem is that if templates.in contains
some eperl code, either debconf-updatepo might fail on that, or (even
worse) it would extract text that is not supposed to be in templates,
but stripped by eperl (maybe conditionally).
