Some binary packages from the bulmages source are wrongly using virtual packages to describe relationships. libbulmalib0 Provides and Conflicts with libbulmalib, which makes it uninstallable in parallel with possible different versions of the library with a different soname (otherwise the binary package name with the soname there does not make sense). libbulmalib0-dev is depending on this virtual package without any real package as a first option. Also this might cause to use the wrong headers for the wrong library.
