the setup i'm endeavouring to create is one which uses oem-config,
the ubuntu OEM package which, at first boot-time (after running
oem-config-prepare, shutting the machine down and shipping it to the
customer) will ask for a username and password, and THEN create an
account.

that account, by creating and using /usr/local/bin/adduser.local, will
be made a sudo account, have all the lovely groups that an ordinary user
is going to need, etc. etc.

what i _don't_ want to happen is for root to be given a password;
the only access will be via sudo; what i _don't_ want is for an ordinary
user to be created at install time.

this all worked happily, until about three days ago.

first what happened was that the root password was being requested: that
was a bug that appeared for one day, and disappeared.

and now, the latest is that this question is being asked:

        Template: passwd/user-fullname
        Type: string
        _Description: Full name for the new user:
         A user account will be created for you to use instead of the root
          account for non-administrative activities.
           .
            Please enter the real name of this user. This information will be
            used
             for instance as default origin for emails sent by this user as well
             as
              any program which displays or uses the user's real name. Your full
               name is a reasonable choice.

which, if passwd/make-user is false, and passwd/root-login is false, it
shouldn't be doing.
