Hi,

If you want to get full story of testing read developers-reference.

(Note that it even have pointer to the details since it is not
complete...)

Your patch is not good enough and I will not repeat full story in DR.
I want this intro section not to describe too much details. 

If I ever rewite this:
| When packages in unstable have no release-critical (RC) bugs filed

| to testing if there are no complications.

PPS: I could added pointer ... but I did not think worth it here.  This
is still good simplification, I think.  Pedantic statement blur reader
