As a followup to #355664, I still see it wrong in 1.10, so I am opening
a new bug at your request.

Section 1.5 includes

 When packages in unstable have no release-critical (RC) bugs filed
 against them after the first week or so, they are automatically
 promoted to testing.

This is inexact and can be misleading for testing users trying to
understand why a package in unstable doesn't reach testing and when the
transition will occur.

Patch for English attached.
