I'm also seeing this error on my system, running kernel 2.6.20-rc3,
self compiled.  I've blown away and purged gdm and all it's config
files and re-installed and it's still broken.  

Should I try to blow away xserver-xorg as well maybe?

I looked at bug 337862 as well, but I don't have any extra getty
entrys for tty7 at all.

Also, when I goto the XDMCP chooser (using the mouse) and then back to
gdmgreeter, the keyboard now works.  I've tried moving GDM back later
in the startup sequence, since it looks like a race with udev or
possibly hal when trying to open the keyboard device. 

I dunno, time to try and do an strace of the process on startup and
see what it tries to do, maybe that would help pin-point the problem?
