I've downloaded 2 latest builds from <ftp.mozilla.org>. Then I did check. Results are here: <http://flower.upol.cz/~olecom/bugs/m-65671_d-254010/25-03-2005/>
So, it seems to me, that TZ='Europe/Minsk' still has no support in mozilla's java script Date().
Did I used wrong builds? Please make sure, what I should test. Also "Checkins to module JSClient and to file jsdate.c since the beginning of time:" on <http://bonsai.mozilla.org/cvsquery.cgi?treeid=default&module=JSClient&branch=HEAD&branchtype=match&dir=&file=jsdate.c&filetype=match&who=&whotype=match&sortby=Date&hours=2&date=all&mindate=&maxdate=&cvsroot=%2Fcvsroot> doesn't say anything about changes to this bug.

- Yes, Belarus has problems with its president-tyrant, but why mozilla's code too ? ;-) As I told in bugzilla, Date() should be rewritten. Maybe this summer I'll try, if there will be no support.
