Could you tell me what configuration you are using for the tracker/seeder/downloader? Are they all on the same network or behind the same router or something, or are any of them on running on the same computer? I have had a similar issue with --max_*_rate when running all three on the same machine. I think it might be related to multiple clients using the same config directory (~/.BitTornado), but I'm not sure.
