It is currently only recommended to use them, and several scripts are missing this header. But lintian warns about those missing them, so I hope in a not to distant future all init.d scripts will have dependency information. I believe most of the packages in the base and desktop profile already have this header present. You can reorder the boot sequence already by installing and activating the insserv package, but it is a bit experimental and not for production use.
