Yes, I still have the problem; I'm using the latest sid kde packages (3.5.5a.dfsg.1-5).
kpager worked ok in the secondary display in older versions of kde; I don't remember exactly, but I think I've been experiencing this problem since 4:3.5.4-2+b1. What it happens now is that kpager, when running standalone (outside from kicker) in the secondary display, is completely useless, using the mouse wheel don't change the workspaces, clicking on another workspace doesn't work and I can't drag any application from a workspace to another one using kpager.
