(I'm not Cc'ing Jeff since he indicated in #275396 he's not using RT anymore.) This bug is still present in both 3.4.5 and 3.6.1. The 'On Correspond Open Tickets with template Blank' scrip first sets the status to 'open' regardless of what's specified with the web interface. Afterwards, the 'new (Unchanged)' really means just 'Unchanged' and won't touch the status at all. As there's an easy workaround (just select 'new' instead of 'new (Unchanged)'), I'm downgrading the severity of this bug to 'minor'.
