It is not completely true that the package is unusable - if the user
chooses the default 'sqlite' backend, everything works out of the box.
I've documented this in README.Debian now.

Automatic database setup is surely nice to have (with dbconfig-common)
but can be done only after the current freeze. It's already on my
wishlist.
