update: I spoke too soon.. after returning the settings back to defaults, the "recently closed tabs" is again grayed out once I restart iceweasel. This appears to be related to bug 399753 and that thread is in fact where I got the idea to try these settings. Summary: to enable "history" -> "recently closed tabs", the "show my windows and tabs from last time" must be selected under main prefs AND the homepage must be set.
