Alternatives are not treated as configuration files under policy; packages which provide alternatives are always allowed to register them with the alternatives system, and if you don't call update-alternatives --config or update-alternatives --set to declare your preference, the alternatives system is allowed to automatically manage these symlinks for you. -- Steve Langasek postmodern programmer
