Your file incorrectly specifies
charset=us-acii
in the HTML header (instead of utf-8) and Emacs just obeys that,
overriding its autodetection of the coding system. This is a
feature, not a bug; if you don't like it, you can customize the
variable auto-coding-functions to nil.
IMHO, this bug should be closed.
