So for some reason atari-fdisk doesn't find /dev/sdb. This actually has nothing to do with kernel support for atari partition, but with your sdb device. Do you have a sdb entry in /dev/ ? could you run # strace atari-fdisk -r /dev/sdb ? (install the strace package if needed).
