No, it's not included with the jabber package it's included with the jabber-common package upon which the jabber package depends.

Based on this it looks like the system believes you have the jabber-common package installed. Please try removing both the jabber and jabber-common packages (preferrably a purge) and reinstalling via apt-get. Let me know if you still encounter problems.
