It would be nice to automatically generate by-id rules for USB devices,
but I do not own one and I'd rather not introduce an untested change

do not modify that rule and instead add this one *before it* in the file:
ACTION=="add", SUBSYSTEM=="block", ENV{GENERATED}!="?*", ENV{ID_CDROM}=="?*", \
SUBSYSTEMS=="usb", \
PROGRAM="write_cd_rules by-id", SYMLINK+="%c"
In both cases you need to delete the z25_persistent-cd.rules file to
allow creating new rules.
This seems to work fine for me, only I see that two sets of rules seem to be
created, one for the name of the device, and one for the USB device number,
each one with a different device name. Only the by-name device is actually
created, though. Is that what you expect?
