The package currently

Depends: sisu, tex-common, tetex-base | texlive, tetex-bin | texlive,
tetex-extra | texlive-latex-extra, latex-ucs | texlive

However, the texlive metapackage is meant to provide an easy way for
users to install a sensible selection of texlive packages - not to save
maintainers from figuring out which parts of texlive are actually needed
by their package.

The right way to do it is to look at the \usepackage commands in the
generated documents, and check in which packages the respective *.sty
files are.  This leads to

Depends: sisu, tex-common,
         tetex-base | texlive-latex-base,
         tetex-extra | texlive-latex-extra,
         latex-ucs | texlive-latex-recommended
         tetex-extra | texlive-base

Because of the interdependencies of the packages, and because one
shouldn't depend on tetex-base if one needs the format, but tetex-bin,
this boils down to

Depends: sisu, tex-common, tetex-extra | texlive-latex-recommended,
  tetex-extra | texlive-latex-extra, latex-ucs | texlive-latex-recommended

Some remarks on the generated LaTeX input files:

- please don't use the obsolete times.sty, but mathptmx.sty

- documents that use manyfoot.sty won't work with tetex, you need
  texlive.  I'm not sure if this feature is going to be used in each
  document - in this case the dependency alternatives on tetex should be
  dropped.
