I'm not sure where the build failure is coming from, but when I try to build gnustep-base with cowbuilder, it fails. There just seems to be something going on with gnustep-base and cowbuilder. If you want to try it out for yourself, you should be able to just fetch the gnustep-base source from sid or etch.
