debian-reference hasn't been updated yet in sid. You can get the source from http://qref.sourceforge.net/ . After building it, you get the unified .sgml files. Hmmm, I created the TeX file outside a pbuilder environment, copied it into a pbuilder environment and it works, of course after installing latex-cjk-all, latex-cjk-japanese-wadalab and latex-cjk-chinese-arphic-{bkai00mp,bsmi00lp,gbsn00lp,gkai00mp} I can compile it, until line 4174 because I hit a TeX capacity excession with pdflatex (still unpatched).
