When I send a signal HUP to a running ippl process, the process dies
with the following syslog:

Dec  6 00:40:54 testing ippl: IP Protocols Logger: reloaded configuration.
Dec  6 00:40:54 testing ippl: FATAL: Unable to open icmp raw socket

Sometimes, the FATAL message is 'Unable to open tcp raw socket'.
