        Umm, no. ucfq and ucfr were added in that time frame.
 According to the bug report, you wanted the following things:
   * Have a list of ex-conffiles to manually process them on postinst
     and probably postrm.
 Provided by ucfq.
                                                 
   * Have a mechanism to leave them alone if they have been manually
     changed
     * determine manual change
 provided by ucfq

     * Ask the user whether to delete the changed ucf-conffile on
       purge
       * Have a mechanism to specify defaults for this question to
         prevent it from being asked on pool systems
 provided by debconf.

        So, all the infrastructure required for handling ancient
 conffiles is now in place for the maintainer to use as they wish.
