If you're 100% sure that all the build-dependencies are installed and it sill fails, feel free to reopen the bug and provide a full build log. However, if emacs-snapshot fails to build in the absence of one of its build-dependencies, then it's not a bug. (From what I understood of the previous report, it works by coincidence, but it works.
