Maybe scantv should use /dev/vbi0? This vbi symlink is not documented in
devices.txt, so I'm not sure that it's a good idea to create it
(especially if you want it to be just a link to vbi0 instead of the
preferred tuner choosen by the user or something like this).

If it should be a symlink to the preferred tuner maybe the scantv
package could ask the user and then generate the appropriate udev config
file.
