One of the tests in the testsuite fails if it cannot find an ISO8859-1 locale from one of a short list of languages. Since there's no way to make sure a system has any locales generated even with "locales" as a build dependency, I needed to add the code to generate one manually at build time and redirect glibc to look in the appropriate place for that locale.
