cpulimit should not be in /usr/sbin, it belongs in /usr/bin
It runs perfectly fine when run as a normal user.

I don't think this is a good idea. The upstream author writes
explicitly:

| Notes
| Better if you run cpulimit as root, both for permission and precision
| issues.

If I don't find any convincing arguments I'd prefer to keep it the
way it is and close this bug accordingly.

I know what he says, but it still belongs in /usr/bin.

Please read this thread regarding traceroue:
http://lists.debian.org/debian-devel/2001/06/msg01005.html

Basically the criteria for going in sbin is "used exclusively by the system administrator". And cpulimit does not fall in that category.
