nm-applet is running by default, but does not appear anywhere in the
panel.  After reading the README.Debian, I added my username to the
netdev group, which changes the nm-tool error message from
NetworkManager not running to no available network devices.  The
README.Debian also says that NM only manages devices that are set to
dhcp/auto in /etc/network/interfaces, and which don't have additional
options.  Currently, my eth0 is not set to auto, and my wlan0 takes
additional wireless options, so according to the docs, neither would be
managed by NM.

I did try setting eth0 to auto as a test, and this did indeed cause the
interface to be recognized by NM, and consequently main-menu.  So one
problem solved.  But I'm reluctant to change my default configuration.
Also, it doesn't change the fact that main-menu would display "network:
none" when I'm only using wlan0, which is what I would normally be
doing.
