I'm inclined to agree with your assessment of this bug. I've glued the two bugs together in Launchpad so that it's visible. However, now that shadow is no longer used in the installer, I'm not really involved in maintaining shadow in Ubuntu any more. I expect us to ship a shadow package pretty close to what Debian ships from now on.
