hi, kwindecoration module is installed by kwin. i installed these packages: ii kcontrol ii kdebase-bin ii kdebase-data ii kdelibs-data ii kdelibs4c2a ii kdm ii kicker ii kwin
i think you can reduce packages to install but you need at least kwin, kdelibs4c2a and kdelibs-data. I don't think it's a bug of normal severity or a packaging mistake.
