The hook script to generate locale data doesn't work if you have a
UK localised machine (and I suspect in the other 12 English speaking areas as
well). Additionally the data generated isn't to Ubuntu English standard.

There are a couple of solutions:

- Remove the locale generation and stand the irritating messages from
Perl - as we do with all the Debian-derived debootstraps. Localisation then
  becomes a role issue.
- Install the correct Ubuntu language pack for English localisation in
the hook scripts after APT has been set up correctly.

I know the tea tax dodging colonialists think they rule the world, but
let's not pander to their delusions :-)

Script attached to install the locale specific language pack. It needs
to go after 20-setup-apt though.
