The freedesktop specification says:
        "File name of a binary on disk used to determine if the program
        is actually installed. If not, entry may not show in menus,
        etc."
        
Nowhere is said it should assume the file is executable.

We could also propose an extension to the specification to create a new
field, but I don't think it would be useful at all. With the Exec=
field, the binary is already checked for being executable.
