Well, that is the point. You are talking about "functionality that we discussed" and I have no clue, what you exactly mean by that. Please give me examples and use cases, what exactly you are expecting. In your first email, you gave me two examples (VPN and iptables rules) which I tried to explain is already possible to be handled within NM. The first, with the mentioned VPN plugins and the second via NetworkManagerDispatcher. So, without better understanding what kind of functionality you are actually missing, I can't help you.
