can't receive hop limit: Protocol not available

ping6 stopped working for me and several others, presumably with the latest
package update as i suspect that the following changelog entry might be
responsible for the new behaviour:
  * Use IPV6_RECVHOPLIMIT instead of IPV6_HOPLIMIT in ping6 to build
    with current kernel headers. Closes: #391601
