No, the bug was *deliberately reopened* because this RC bug is the only thing that keeps the old, buggy version of tfm-arphic-bkai00mp from re-entering testing! The bug can be closed when tfm-arphic is removed from the archive (which won't be until you file a removal request against ftp.debian.org).
