This appears to be related to the recent enabling of ZTS in the PHP packages, which is going to be re-disabled for a number of reasons -- some bugs such as this one that can't be solved in a reasonable amount of time, and some disagreements with upstream about whether this is a worthwhile change to make. -- Steve Langasek postmodern programmer
