I had the same problem and after some tries, I found that when vde_switch is run by vde-net user you can't configure the tap0 interface. On the other hand, if you run vde_switch as root it works perfectly (you can configure tap0). Anyway, in the last case you have to change the permissions flags of the tap0 socket created by vde_switch so any other user can use it, like when you try to use vdeqemu as a normal user.
I guess this problem could be some security restriction on the new kernel, but I'm not really sure because I have not that expertise.
