Just looking over the bug, the problem is that dpkg is getting run with
SIGSTP blocked, right?
Unfortunately I can't say, however...
Was the submitter using aptitude 0.4.4-1? That release fixed a
signal-handling bug in aptitude [0] that would cause some signals to be
blocked in subprocesses started through libapt.

[0] arguably apt should be doing this, but aptitude now makes sure it
gets done regardless.
I'm using the latest aptitude release here, 0.4.4-1, and am seing the same
behaveour.
