At the very least, README.Debian should be updated to reflect this change in behaviour. Currently the file says:
1. AUTOMATIC STARTUP -------------------- In order to avoid the startup of the firewall on an unconfigured machine, automatic startup, on boot, is disabled by default. To enable it just edit the file /etc/default/shorewall and set the "startup" variable to 1. The initscript no longer seems to reference /etc/default/shorewall at all, so clearly this is no longer accurate.
