FWIW, the workaround in ucf, even if corrected, will not work. Debconf _always_ loads template files when the confmodule is sourced. If the db is "lost or corrupted", loading the templates will not help, because the db is not in a usable state. Loading the same templates one step before will make not an iota of difference.
