When fontconfig is rebuilt, the manpages disappear from the package. This means that when the security team will rebuild the packages (if needed), the file will disappear, and users will be confused. I think this bug is comparable to a FTBFS, which would deserve serious severity. On the other hand, only the manpages are affected, so normal should be enough. Moreover, The manpages are only available in the i386 package, and not for other arches.
